Resolutions Passed at March 2009 SREC Meeting

RESOLUTION OPPOSING EXPANSION OF GAMING IN TEXAS

WHEREAS, A primary function of the Republican Party of Texas is to recruit and elect candidates that embrace the principles articulated by the Republican Party of Texas Platform and to enact those principles legislatively; therefore

RESOLVED, The Republican Party of Texas, consistent with the 2008 State Republican Platform, opposes the passage and enactment into law of any legislation expanding gaming in Texas, including without limitation the legalization of eight liners, video lottery terminals or casino gambling.

BE IT FURTHER RESOLVED, The Republican Party of Texas requests Republican members of the Texas House and Texas Senate to OPPOSE passage of any legislation which expands gaming in Texas.

BE IT FURTHER RESOLVED, that a copy of this resolution be delivered to Governor Perry and each Republican member of the Texas House and Texas Senate.

RESOLUTION OPPOSING LOCAL OPTION TRANSPORTATION FUND LEGISLATION

WHEREAS, Legislation, including SB 855, SJR 22, HB 9 and HJR 9 (collectively, “The Texas Local Option Transportation Act”), has been filed to permit the creation of local option transportation funds from a myriad of new fees, including a new resident impact fee, mobility improvement fee, drivers license fee, local option gas tax, parking fee, and emissions fee;

WHEREAS, The local option transportation funds established by the Texas Local Option Transportation Act are principally intended to fund the construction of rail projects rather than roadways;

WHEREAS, The burden of the fees funding the local option transportation funds fall disproportionately on the owners and operators of motor vehicles rather than users of the
proposed rail projects; therefore

RESOLVED, The Republican Party of Texas opposes the passage and enactment into law of the Texas Local Option Transportation Act.

BE IT FURTHER RESOLVED, that a copy of this resolution be delivered to Governor Perry and each Republican member of the Texas House and Texas Senate.

RESOLUTION SUPPORTING RIGOROUS EDUCATIONAL STANDARDS FOR SCIENCE IN TEXAS

WHEREAS, The State Board of Education is charged with oversight of the public education system of Texas in accordance with the Texas Education Code;

WHEREAS, For twenty years, the State Board of Education has promulgated a science standard mandating the teaching of the “strengths and weaknesses” of all scientific theories and hypotheses in the curriculum;

WHEREAS, the long-standing “strengths and weaknesses” standard has recently come under attack by Darwinists as unscientific;

WHEREAS, Even Charles Darwin endorsed a “strengths and weaknesses” standard for evaluating theories, stating, “A fair result can be obtained only by fully stating and balancing the facts on both sides of each question....” Darwin, C., Origin of the Species by Means of Natural Selection or the Preservation of Favoured Races in the Struggle for Life; therefore

RESOLVED, The Republican Party of Texas, consistent with the 2008 State Republican Platform, opposes abandonment of the longstanding “strengths and weaknesses” science standard and calls upon the Republican members of the State Board of Education to support the retention of the “strengths and weaknesses” standard in the Texas Essential Knowledge and Skills (TEKS).

BE IT FURTHER RESOLVED, that a copy of this resolution be delivered to each Republican member of the State Board of Education.

RESOLUTION SUPPORTING REPUBLICAN LEGISLATIVE PRIORITIES

WHEREAS, A primary function of the Republican Party of Texas is to recruit and elect candidates that embrace the principles articulated by the Republican Party of Texas Platform and to enact those principles legislatively; therefore

RESOLVED, The Republican Party of Texas supports, as top priorities, the passage and enactment into law of the following legislation:




BE IT FURTHER RESOLVED, The Republican Party of Texas requests Republican members of the Texas House and Texas Senate to support passage of the foregoing legislation.

BE IT FURTHER RESOLVED, that a copy of this resolution be delivered to Governor Perry and each Republican member of the Texas House and Texas Senate.

RESOLUTION IN APPRECIATION OF PRESIDENT GEORGE W. BUSH

WHEREAS, George Walker Bush, has completed eight years as President of the United
States of America, and;

WHEREAS, President Bush demonstrated courage and conviction in making difficult
decisions, and;

WHEREAS, on September 11, 2001, President Bush demonstrated steady leadership after
the worst attack on American soil in history, and;

WHEREAS, under the leadership of President Bush, threatening regimes were removed in
Afghanistan and Iraq, and;

WHEREAS, the unwavering efforts of President Bush and the many across all levels of his administration (including government employees at all levels), America has not suffered another attack on our soil since September 11, 2001;

THEREFORE, be it resolved that the Republican Party of Texas thanks President George Walker Bush for his conservative and steady leadership in the war against terrorism and is proud of the many accomplishments of his administration and is delighted to welcome him home to Texas.

FURTHERMORE, to ensure that the message of President Bush’s many accomplishments remain in the public light, we the SREC will commit to the following:
1. Dissemination of this approved resolution by the SREC along with the attached
Fact Sheet: President Bush Has Kept America Safe
2. Encourage passage of this or similar by all County Republican Parties, GOP Auxiliaries and Coalitions, etc.
3. Seek the endorsement and/or amicus style endorsements from all GOP leaders from across
the state.

We the SREC ask for all within to be accomplished with electronic and hard copy bearing original signatures to be delivered to the Republican Party of Texas no later than August 1, 2009. Once received all subject matter will be bound at least in triplicate to be presented to:
1. 2 – Copies to President Bush, 1 for his person and 1 for his Presidential Library;
2. 1 – Copy to the Republican Party of Texas Library
3. 1 – Copy to the Governor and or Secretary of State recorded to official historical
state records.

RESOLUTION IN APPRECIATION OF SPEAKER JOE STRAUS

WHEREAS, State Representative Joe Straus has been actively involved in Bexar County Republican grassroots campaigns and activities since the 1960s, and;

WHEREAS, Representative Joe Straus has served in the Administrations of Presidents Ronald Reagan and George Herbert Walker Bush, and;

WHEREAS, Representative Joe Straus has continued to lead and to demonstrate his commitment to public service through serving the constituents of Texas House District 121 since his election as a State Representative in 2005;

FURTHERMORE, the SREC extends our sincere appreciation and assistance to the newly elected House Speaker Joe Straus, and wish him the very best as Speaker;

THEREFORE, be it resolved, that the Republican Party of Texas congratulates the Honorable Joe Straus for his dedicated years of service to the Republican Party and our country. In addition, the SREC congratulates him on his election as Speaker of the Texas House of Representatives for the 81st Session of the Texas Legislature.

RESOLUTION IN APPRECIATION OF SPEAKER TOM CRADDICK

WHEREAS, Speaker Tom Craddick has well represented the residents of House District 82 for 40 years in the Texas House of Representatives, and;

WHEREAS, Speaker Tom Craddick has also well served all the citizens of Texas as Speaker of the Texas House during the 78th, 79th and 80th sessions of the Texas Legislature;


THEREFORE BE IT RESOLVED, that the Republican Party of Texas thanks Speaker Tom Craddick for his many years of dedicated service and conservative leadership towards building a better Texas.

FURTHERMORE, to ensure that Speaker Tom Craddick knows our heartfelt gratitude for his ongoing service in the Texas House of Representatives, the SREC shall affix our signatures showing our approval of this resolution.
